MITSUBISHI MATERIALS TRADING CORPORATION's Green Procurement Guidelines (Request for Management of Chemical Substances in Procurement Items)

1. Requests to our business partners

Responding to environmental problems is a priority for our business management and administration, and we recognize the critical importance our procurement functions have in this regard.
Appropriate measures at the purchasing stage are essential in order to lower the environmental impact stemming from the provision of products and services. In particular, many laws and regulations in Japan and other countries enacted in recent years require the management and control of chemical substances in products. Accordingly, we have now prepared the Green Procurement Guidelines to institute green procurement, which is defined as the procurement of goods and materials with minimal impact on the environment.
We wish to establish, on a foundation of mutual trust, business relationships in our supply chain, in which the lines of responsibility are clearly delineated. It is in this spirit, therefore, that we respectfully ask for the understanding and cooperation of all our business partners.

3. Our concept of green procurement

3.1 Objective

The objective of these Guidelines is to bring about a reduction in environmental impacts and an increase in customer satisfaction by establishing green procurement frameworks and by stipulating procedures for the procurement and sales of environmentally conscious products. These procedures include, among others, the proper management and control of Substances of Concern (SOC), the reduction raw material quantities, the recycling and reuse of raw materials, and the extension of product service lives.

3.2 Green procurement approach

MITSUBISHI MATERIALS TRADING defines green procurement as the procurement of goods and services with minimal impact on the environment from business partners who are taking proactive action to protect the environment. These are goods and services that account for such factors as limiting or eliminating chemical substance use, conserving energy, extending service lives, and reducing raw material quantities as well as the recyclability, degradability, and reprocessing ease of raw materials.

3.3 Request for cooperation in advancing green procurement

We ask that you take proactive measures in order to satisfy the following requirements.

  1. (1)Items pertaining to the establishment of quality management systems (QMS) and environmental management systems (EMS)
    1. aPlease endeavor to construct or establish a QMS and an EMS.
    2. bWe ask that you strive to create mechanisms that will manage chemical substances contained in goods delivered to us.
    3. cWe ask that you institute green procurement or else form plans toward instituting green procurement.
  2. (2)Items pertaining to chemical substances contained in procurement items

    MITSUBISHI MATERIALS TRADING stipulates criteria on SOC contained in procurement item as in list of
    REACH ANNEX XIV and ANNEX XVII.
    Note that, based on criteria set by our customers, we may inspect for substances other than the listed SOC and that we may prohibit concentrations of substances in excess of the listed reference values.

4. Submissions of certificates guaranteeing non-use and data on contained chemical substances

The following submissions concerning procurement items may required for environment and quality management and controls.

  1. 1Certificates guaranteeing non-use of SOC

    - As a rule, please submit certificates guaranteeing non-use issued by the original manufacturer.

  2. 2 Analytic data on contained chemical substances (required)

    - As a rule, please use the following measurement methods to perform analyses.

    1. aAtomic absorption spectrometry (AAS)
    2. bInductively coupled plasma atomic emission spectrophotometry (ICP-AES)
    3. cInductively coupled plasma mass spectrometry (ICP-MS)

Note that analytic data generated with other measurement methods may be accepted if the supplier guarantees that the analysis was conducted with equal precision using a measurement method of equal standard to those given above.

If a level of accuracy that is equal to the above can be guaranteed using any other measurement method, the data you are to submit may be determined using that measurement method.

5. Reporting changes in materials, manufacturing methods, etc.

Changes to the materials used, the manufacturing method, the manufacturing location, the principal production equipment, the manager in charge of manufacturing, or other relevant factors pertaining to any procurement item covered under a certificate guaranteeing non-use are regarded as important quality management matters. Consequently, please submit a completed Product Change / Manufacturing Process Change Application prior to any change and provide us with the details of the change and the change's range of influence.
